Control of nonpoint sources of pollution has traditionally been within the domain of local decision makers in recognition of the critical importance of site-specific issues. More recently attention has turned to the issue of what can and should be done at the regional or national level, while recognizing the importance of site-specific attributes. This paper describes and illustrates an approach for analysis of nonpoint pollution problems that focuses jointly at the aggregate and disaggregate levels of the problem. An Experimental Exploration of a Voluntary Mechanism to Reduce Nonpoint Source Water Pollution with a Background Threat of Regulation AgEcon

In this paper we build on a voluntary mechanism introduced by Segerson and Wu (2006) that uses the threat of an ambient tax to induce nonpoint source polluters to reduce emissions. In addition to reviewing Segerson and Wu's policy, we propose a new voluntary/threat policy that offers some theoretical advantages over that put forward by Segerson and Wu. We then test various forms of voluntary/threat policies in the experimental economics laboratory and compare the outcomes to a policy that administers strictly a per unit ambient tax.

Characterizing Spatial Pattern in Ecosystem Service Values when Distance Decay Doesn’t Apply: Choice Experiments and Local Indicators of Spatial Association AgEcon

Stated preference analyses commonly impose strong and unrealistic assumptions in response to spatial welfare heterogeneity. These include spatial homogeneity or continuous distance decay. Despite their ubiquity in the valuation literature, global assumptions such as these have been increasingly abandoned by non-economics disciplines in favor of approaches that allow for spatial patchiness. This paper develops parallel methods to evaluate local patchiness and hot spots in stated preference welfare estimates, characterizing relevant patterns overlooked by traditional approaches. IMPACTS OF INCREASED CLIMATE VARIABILITY ON THE PROFITABILITY OF MIDWEST AGRICULTURE AgEcon

Approximate profit functions are estimated using time-series, cross-sectional, county level data for 12 midwest states. Measures of climate variability are included in the profit functions. Simulated impacts of climate changes on profits are derived. Results show that inclusion of measures of climate variation are important for measuring the impact of changes in mean temperature and precipitation levels. Failure to account for the impact of differences in variability leads to an overestimate of damages. If global warming increases diurnal variation, such increases would have negative impacts on the profitability of midwest agriculture.

RATIONAL ROOTS OF "IRRATIONAL" BEHAVIOR: NEW THEORIES OF ECONOMIC DECISION-MAKING AgEcon

The neoclassical paradigm has proven to be a rich approach for evaluating a variety of issues for individual and social decision-making. However, an increasing body of literature suggests that actual behavior systematically violates the neoclassical utility model. This paper reviews a number of alternative models for decision-making. Results from the literature show several examples of apparently "irrational" behavior that can be explained in terms of these alternative motivations. The paper also extends the received literature by examining in some detail the implications of one such model which is based on the psychological feeling of ambivalence.
